Mix the vinaigrette ingredients well in your serving bowl.
Grate carrots directly into dressing, and stir thoroughly. Grated carrots can start to brown quickly, so coating them in our acidic vinaigrette right away will preserve the bright orange color.
Mix all ingredients, let sit for 5 minutes so the rice can absorb some of the vinaigrette.
Garnish with more lime or green onion if you like.
